...adds value to their economies. Even in the case of unemployed people who collect benefits, this increases consumption and aggregate demand, generating more jobs and economic activity (and it makes the people receiving the benefits weak, humiliated and easier to control).
An economy like Saudi depends mainly on natural resource extraction. Domestic consumption depends mainly on imports, so giving cash benefits or rights to non-citizens does not strengthen the economy or the state much at all. Rather, it depletes their limited reserves.
Of course, this depends on a very materialistic mindset. If you support your Muslim brothers and sisters financially, even if you lose some limited wealth, you will get baraka from Allah. You will also build good will and relationships of mutual support.
