    De staat moest strijden tegen „terreur, infiltratie en separatisme” en daarbij moesten „alle organen van de dictatuur” ingezet worden en „absoluut geen medelijden” getoond, zei de Chinese president Xi Jinping tijdens een toespraak in april 2014 die in handen is van The New York Times. De toespraak is onderdeel van een gelekt dossier van ruim vierhonderd pagina’s.

    De Amerikaanse krant spreekt van „een van de grootste lekken van Chinese overheidspapieren in de afgelopen decennia”. Het gaat om geheime richtlijnen en speeches van hooggeplaatste functionarissen. The New York Times ontving de documenten van een anonieme Chinese politicus, die Xi verantwoordelijk zou willen houden voor het gevoerde beleid, wat het begin zou betekenen van het op grote schaal opsluiten van moslims in China. Dit lek zou aantonen dat er binnen de partij ook veel onvrede bestaat over het harde beleid tegen moslims in China.

    Xi hield de speech uit 2014 enkele weken nadat Oeigoerse militanten ruim 150 mensen neerstaken tijdens een terreuraanval in de provincie Xinjiang, waarbij tientallen doden vielen. In die regio zijn de afgelopen jaren zeker een miljoen mensen vastgezet, overwegend Oeigoeren. De documenten laten zien hoe de politieke campagne tegen moslims zich de afgelopen jaren gestaag uitbreidde. Kinderen van ouders die vastzaten moest volgens een richtlijn verteld worden dat de familieleden in „scholen van de overheid” zaten en beter mee konden werken met autoriteiten.
    ‘Opleidingscentra’

    Het opsluiten en onderdrukken van Oeigoeren in zogenoemde heropvoedingskampen heeft wereldwijd tot veel kritiek geleid. Met de strategie, waarbij kinderen ook gescheiden worden van hun ouders, zou de Communistische Partij proberen systematisch de Oeigoerse cultuur, taal en het islamitisch geloof te verdrijven.

    Vertegenwoordigers van de regering hebben de kampen afgedaan als opleidingscentra waar burgers een vak kunnen leren, een ‘milde’ manier om moslimextremisme tegen te gaan. Maar uit de documenten blijkt nu ook dat er ook binnen de partij kritiek en twijfels bestonden. Ambtenaren concludeerden dat het systematisch opsluiten van burgers families verscheurde, en grote economische schade veroorzaakte.

    Wat China niet wil laten zien: concentratiekampen voor miljoenen moslims

    China heeft in de regio Xinjiang ruim twee miljoen moslims opgesloten in concentratiekampen, vrijwel alle moslims in het gebied. Van de meesten van hen wordt nooit meer iets vernomen. De Chinese overheid spreekt van “heropvoedkampen” of “trainingscentra” waar uitsluitend extremisten gevangengehouden zouden worden.

    Lek toont gemor in Chinese leiding

    De New York Times heeft documenten uit de Chinese leiding in handen. De papieren tonen onenigheid over de keiharde aanpak van de islamitische Oeigoerse minderheid. In Xinjiang worden alle trucs van de dictatuur uit de kast gehaald tegen het 'religieus extremisme', maar ook repressie blijkt mensenwerk.


    1 De repressie komt direct uit de koker van Xi, die desondanks de beste relaties met erdogay heeft in tijden
    Extremistisch geweld overschaduwt Xi's eerste bezoek aan Xinjiang in april 2014. China, dat vergeleken met westerse landen weinig aanslagen kent, verkeert in schock na een tegenaanval van Oeigoeren. Xinjiang is het stadium van de smeulende veenbrand voorbij, ziet Xi, en de geopolitieke situatie baart hem zorgen. Bijvoorbeeld de terugtrekking van Amerikaanse troepen uit Afghanistan, waarmee China een stukje grens deelt. Afghanistan is van oudsher een bestemming voor radicaliserende Oeigoeren, die ook hun weg richting Islamitische Staat weten te vinden. Xi meent China te behoeden voor terroristische aanslagen die westerse hoofdsteden teisteren met 'iets waar wij communisten een natuurtalent voor hebben', namelijk een 'volksoorlog'. Xi mobiliseert in een reeks redevoeringen en een interne conferentie 'alle organen van de dictatuur '. De uitvoering wordt 'genadeloos', aldus de slogan: 'Iedereen die kan worden opgepakt, moet worden opgepakt.'

    2 Desinformatie voor de buitenwereld
    Het bestaan van interneringsfaciliteiten wordt in de eerste jaren steevast ontkend. Tot de nieuwe partijsecretaris van Xinjiang Chen Qunguo de kampen uitbreidt tot ze zomer 2018 zo groot zijn dat ze op satellietbeelden goed zichtbaar zijn. Sindsdien verkoopt Beijing de interneringsfaciliteiten als 'trainingscentra' waar islamitische minderheden Mandarijn-Chinees leren zodat ze na hun 'opleiding' kunnen doorstromen naar fabrieksbanen. Buitenlandse journalisten en diplomaten worden meegetroond naar modelkampen om onder streng Chinees toezicht de 'waarheid' te zien. De Chinese staatsmedia brengen getuigenissen van Oeigoeren die de partij bedanken voor hun 'genezing'. Dat past in een medisch aandoende verhaallijn die stelt dat het 'denken' van geïnterneerden is 'besmet'. 'Het is moeilijk om virussen in het denken in korte tijd totaal uit te roeien. De behandeling lijkt op de ontgifting van drugsverslaafden'.

    Het thuisland van Oeigoeren

    Xinjiang is het meest westelijke grensland van China, bewoond door 25 miljoen mensen onder wie Oeigoeren, Kazakken en andere islamitische minderheden. De provincie is na de revolutie van 1949 ingelijfd bij de Volksrepubliek. Een deel van de aan Turken verwante Oeigoerse bevolking blijft Xinjiang als onafhankelijk zien. In de jaren 90 uitten Oeigoeren hun ongenoegen met de Chinese dominantie.

    China's special envoy to the Middle East, Zhai Jun, visited Iran recently to discuss key developments in the region with high-ranking Iranian officials.

    During the Oct. 21 trip, Iranian leaders described relations with China as strategic and called on Beijing to play a more prominent role in the Middle East. They also highlighted the achievements of the so-called "Axis of Resistance" (Iran, Syria and Lebanon’s Hezbollah) in altering the balance of power in the region.

    Jun also talked about the importance of stability in the region for China and the necessity of peaceful relations between rivals Iran and Saudi Arabia.

    Tehran and Beijing — both considered rising and revisionist powers, close partners and potential allies — have common strategic interests in influencing the new regional order in the Middle East. Moreover, the United States’ concurrent pressure on both countries has provided new ground for cooperation.

    Unlike the United States and its allies, China views Iran as “part of the solution” for peace and stability in the Middle East. For its part, Iran, which has traditionally opposed the intervention of great powers in the region, encourages China to become more active.

    In recent years and during the Syrian civil war — which has been an instrumental event for changing the balance of power in the region — Iran and China have both supported Syrian President Bashar al-Assad, as has Russia. Iran assisted Assad militarily, politically and financially, while China blocked UN Security Council resolutions against Syria seven times.

    Also, China's influence in the Iranian nuclear crisis, another critical turmoil in the Middle East over the past 10 years, has been gradually increasing. China has become Iran's top trading partner, the primary source of technology transfer to the country and the largest market for Iran’s oil exports. Iran has increasingly relied on China to reduce the consequences of US-imposed sanctions.

    In recent months, Iran has been pursuing active security diplomacy with China. For the first time in 40 years, the Iranian armed forces chief of staff traveled to China. After his September visit, Maj. Gen. Mohammad Bagheri announced that a joint naval drill with China and Russia will be held soon in the Gulf of Oman.

    From the 1979 Iranian Revolution until 2018, China exported arms worth $4.25 billion to Iran, becoming Tehran’s No. 2 arms supplier. Though China recently stopped providing arms to Iran, the latter plans to revive that relationship if the UN’s arms embargo on Iran expires in October 2020 as scheduled.

    Iran has fewer options than its rivals within the dynamics of the Middle East's military balance, making China even more valuable to Tehran.

    Despite mutual understanding and interests, Tehran and Beijing are facing practical challenges to deepening bilateral cooperation. The two countries’ power-projection strategies, strategic choices and concerns, and the dynamics of their relations with the United States are different in meaningful ways. China is pursuing a geo-economic power-projection strategy: Its main strategic concerns and priorities are limited to East Asian affairs, and it seeks to avoid tension with the United States. For instance, since the US withdrawal in May 2018 from the nuclear deal, key Chinese state-owned enterprises pulled backed from trade and investment in Iran.

    Iran, on the other hand, is pursuing a geopolitical power-projection strategy: Its main strategic concerns and priorities are the Levant and the Persian Gulf, and it considers the United States an existential threat. Moreover, while Iran is deeply engaged in the Middle East, greater strategic involvement in this region is not a top priority for Chinese policymakers.

    China is seeking to maximize its economic ties and interests in the region and trying to keep its relations with Saudi Arabia, Israel and Egypt stable. Accordingly, Beijing’s leaders will do whatever it takes to prevent a severe downturn or tension in its relations with these countries. Thus, China remains cautious about establishing closer ties with Iran. For instance, China is expected to limit its involvement in the planned joint naval drill with Iran and Russia to noncombat forces, making clear its desire not to be drawn into Middle East conflicts.

    As geopolitics evolve in the Middle East, Iran and China are becoming strategic partners, but their partnership in areas like security and political cooperation is expected to produce only mild developments. As the two countries are counted as rising and revisionist powers, the zone of convergence in their interests is likely to expand.

    Turkey, China to fight dark propaganda spread through media

    Turkey and China will fight the spread of propaganda through the media together, Turkey's Presidential Communications Director Fahrettin Altun said on Wednesday.

    According to a statement by the directorate, Altun received a delegation headed by Gao Jianmin, the deputy minister of China's National Radio and Television Administration.

    During the meeting, Altun said, "We think Turkey and China should work in the new period in very close coordination on media and communications within the new cooperation philosophy."

    Underlining that Turkey hoped for strong cooperation between the two "friendly countries" in the fields of media, communications and public diplomacy, Altun stressed the importance of sharing mutual experiences and producing concrete projects in these fields.

    He underlined that both Turkey and China had been the target of international propaganda, adding, "We can fight this undue and adverse propaganda, particularly by conducting joint public diplomacy activities and media projects."

    Especially during Operation Peace Spring, which aims to clear areas of northern Syria bordering Turkey from terrorist groups for protecting national security and establishing a safe zone for the resettlement of Syrian refugees, Ankara has been the target of dark propaganda in global media.

    Pointing to both countries' breakthroughs in the television and movie industries, Altun also praised Turkey's public broadcaster TRT for its contributions to the sector.

    During the meeting, Gao Jianmin said, "We are ready to take concrete steps to further deepen the friendship between our countries as well as establish more effective communication and cooperation mechanisms."

    As a result of developed relations between the two countries in recent years, seven minister-level visits from Turkey to China in 2018 in addition to the Parliament chairman's visit were recorded. From China to Turkey, three ministerial-level and three vice-ministerial-level visits took place.

    These visits led to the development of and plans for many activities in various areas including politics, economics, trade and culture.

    ANKARA, Nov. 8 (Xinhua) -- A mammoth Chinese cargo train has arrived in Turkey, en route to Europe, becoming the first freight train to pass uninterrupted under the Bosphorus Strait, using the Marmaray tunnel as part of the China-proposed Belt and Road Initiative (BRI).

    Experts hail that a critical phase of the BRI, a huge infrastructure development project involving billions of people, is now being concretely put into motion with the dream of a "Silk Railroad" becoming true with the promise of boosting global trade.

    The Silk Road was a trade route active between the 2nd century B.C. and the 18th century, from China to Europe through Anatolia and the Mediterranean.

    The freight train, the China Railway Express, is the first such train to pass through the Marmaray subsea tunnel. It departed from Xi'an, China, and entered Turkey on Tuesday thanks to the Trans-Caspian International Transport Route.

    The 820-meter long train, comprised of 42 carriages each capable of carrying 76 cubic meters of freight, was welcomed by Turkish and Chinese authorities on Wednesday afternoon at the historical Ankara train station where a ceremony was held.

    During the stop-off, Turkish Minister for Transport and Infrastructure Mehmet Cahit Turhan stated that it was the first uninterrupted freight train from China to Europe and it will also go down in history as the first freight train to reach Europe through the Marmaray subsea tunnel, cutting transport time.

    "This is a historic moment, it reflects a new era in railway transportation," added Turhan, pointing out that the train, which will pass below the Bosphorus Strait via the Marmaray tunnel, would go on to Prague, capital of the Czech Republic, a journey of 11,500 km, passing through Bulgaria, Hungary and Slovakia.

    The railway will reduce the transportation time between China and Turkey from one month to 12 days, while the whole road from Xi'an to Prague will take 18 days.

    With the BRI announced in 2013, Chinese goods passing through the rail and sea transportation network will reach other countries in Asia, Europe and Africa in a shorter time.

    Furthermore, Turkey is set to gain from the BRI thanks to its geographical position. Ankara promotes the "Middle Corridor" project, which will connect Beijing and London via Turkey in the most cost-effective way.

    "We see the trip of this train as a concrete step within the BRI. It is also important because it overlaps with the Middle Corridor project promoted by Turkey," Sait Akman, a senior researcher in Center for Multilateral Trade Studies at the Ankara-based Turkish Economic Policy Research Institute (TEPAV) told Xinhua.

    "It is a progress which is in line with Turkey's expectations," he pointed out, indicating that this train could also trigger new Chinese investment in Turkey's railway infrastructure.

    Akman noted that Turkey had still a long way to go in order to modernize its railway network ranging from Kars, in the eastern part of the country, to Edirne, the most western part.

    The Edirne-Kars project, set to be integrated into the Baku-Tbilisi-Kars railway passing through Turkey, will form one of the pillars of the BRI.

    Meanwhile, goods will also be transported to ports in Turkey by ship. Turkey will serve as the entry terminal for the Silk Road to European markets.

    "The BRI is all about south-south connectivity, and Chinese leadership to make this happen is good for Turkey," said Guven Sak, the head of TEPAV, in his column in Hurriyet Daily News.

    He thought the Marmaray tunnel, completed in 2008, "is not only a rail tunnel to connect Europe to Asia, but also a Turkish contribution to the BRI ... which is about the integration of Asia to global economy."

    Turkije is het Belt-and-Road-initiatief heel genegen. Dat heeft president Recep Tayyip Erdoğan geschreven in een opiniestuk, dat maandag gepubliceerd werd in de Chinese krant The Global Times.
    “De eeuwenoude samenwerking tussen ons beider naties is vandaag sterker dan ooit. Dat is te danken aan de BRI, onder leiding van Xi Jinping, die naast president van China ook een goede vriend van me is,” schrijft Erdoğan.
    Volgens de president was Turkije één van de eerste landen die het initiatief steunden. Al in 2013 gaf Turkije haar zegen voor het project.
    Erdoğan had veel lof voor het initiatief. Hij noemde de BRI “het grootste ontwikkelingsproject van de 21ste eeuw, waarbij meer dan 100 landen en internationale organisaties betrokken zijn”. Alles wat binnen het project gerealiseerd wordt, is “volledig conform de visie van president Xi,” dixit Erdoğan.
    De president had het ook over de ‘Middencorridor’. Deze wordt geleid door Turkije en “vormt de draaischijf van de BRI”.
    “Het is een belangrijke component van het project, die Turkije verbindt met Georgië en Azerbeidzjan via een spoorlijn. Vervolgens steek je de Kaspische Zee over en bereik je zo China, via Turkmenistan en Kazachstan. De BTK-spoorlijn (Baku-Tbilisi-Kars), die we onlangs in gebruik genomen hebben, vormt daar een onderdeel van.”
    Turkije investeert zelf ook veel in de verbetering van de Middencorridor.
    “We ondernemen nog veel meer investeringsprojecten in het kader van de Middencorridor: onder andere de Yavuz Sultan Selim-brug over de Bosporus, de Euraziëtunnel en Marmaray, de brug over de Dardanellen uit 1915. Daarnaast zijn er nog vele andere autosnelwegen, hogesnelheidsspoorlijnen, logistieke kernen en communicatie-infrastructuur.” En hij voegt eraan toe: “Al deze projecten dragen rechtstreeks bij tot het doel van de BRI, om Beijing met Londen te verbinden.”
    Turkije wil de handel met China nog verder doen toenemen.
    “Eén van onze doelen is om het bilateraal handelsvolume te verdubbelen tot $50 miljard. Vervolgens willen we dit optrekken tot $100 miljard, op een evenwichtigere en duurzamere basis, zodat we aan de belangen van beide landen tegemoet kunnen komen. Ik roep de Chinese zakenwereld op om in Turkije te investeren. Turkije is het kruispunt van Azië en Europa en het hart van de BRI.”
    “Turkije heeft dezelfde visie als China als het gaat om het dienen van de wereldvrede, het verzekeren van veiligheid en stabiliteit in de wereld en het promoten van multilateralisme. Allebei dragen we het principe van vrije handel hoog in het vaandel. Vandaag is de wereld op zoek naar een nieuw evenwicht met vele actoren,” aldus Erdoğan, die de samenwerking tussen beide landen cruciaal noemt.
    “Het is kristalhelder dat er nood is aan een nieuwe internationale orde, in het belang van de hele mensheid. Turkije en China, ’s werelds oudste beschavingen, dragen de verantwoordelijkheid om bij te dragen aan de bouw van dit nieuwe systeem.”
    Ondertussen, zegt Erdoğan, streven we ernaar om de contacten op hoog niveau met China levendig te houden en daar zullen we binnen afzienbare tijd de vruchten van plukken.
    “We beginnen de vruchten te plukken van de vele bilaterale staatsbezoeken. We hebben een concrete agenda om de samenwerking verder door te drijven,” zei Erdoğan in een interview met het Chinese persagentschap Xinhua.
