    US Seeks New Talks With Taliban in an Attempt to Explore Afghan Peace

    A senior U.S. State Department official visited Doha to seek out talks with the Taliban.

    Alice Wells, the deputy assistant secretary for South and Central Asia at the U.S. Department of State, led a U.S. delegation to Doha, Qatar, this week to meet with representatives of the Afghan Taliban based there, the Wall Street Journal reported on Wednesday.

    The trip, which concluded on Tuesday, was designed to pave a path for eventual peace talks in Afghanistan, where the United States has been at war since 2001.

    The trip marks one of the highest-level efforts by the Trump administration to directly interface with the Taliban. U.S. President Donald J. Trump outlined a strategy for Afghanistan last year that led to a modest increase in the U.S. troop presence in the country, expanded the rules of engagement for U.S. forces there, and made counter-terrorism operations a priority. The administration did not make talks with the Taliban a priority.

    “The United States is exploring all avenues to advance a peace process in close consultation with the Afghan government,” a State Department official said, without confirming the nature of Wells’ trip or possible outcomes. “Any negotiations over the political future of Afghanistan will be between the Taliban and Afghan government,” the State Department official added. The talks are likely exploratory, seeking to build on a recent cease-fire in Afghanistan; the Afghan government is involved in the current effort to restart talks.

    The United States has made several efforts to negotiate with the Taliban since its invasion of Afghanistan in 2001. The group’s establishment of an office in Qatar was brokered by the United States in 2013, prior to the formal end of the U.S. combat mission in Afghanistan. The office was shut down following protests by the government of Afghanistan after the Taliban began identifying itself as an Islamic government in exile.

    The current diplomatic effort is the first serious bilateral attempt at talks between the United States and the Taliban since 2013. In 2015, the United States, China, Pakistan, and Afghanistan attempted to sustain talks with the Taliban through a process known as the Quadrilateral Coordination Group. That summer, it emerged that Mullah Omar, the founding leader of the Taliban, had died two years prior, prompting a leadership succession crisis in the Taliban that led to the group’s fracturing within Afghanistan.

    Today, the Taliban are led by their third leader, Mullah Haibatullah Akhundzada, who succeed Mullah Akhtar Mohammed Mansour after he was killed by a U.S. drone strike in the Pakistani province of Balochistan in 2016

    Met de staart tussen je benen weer terug naar de vs balen voor jullie jullie dachten even de afghanen te onderdrukken wat totaal mislukt.Pak slaag gehad in irak en nou in afghanistan door mannen met verouderde kalasnikovs van de korea oorlog .

    Explosions Rock Jalalabad In Yet Another Insurgent Attack

    A number of explosions have been heard and gunfire is ongoing at the department of migrants and refugees in Jalalabad’s PD3, officials have confirmed.*

    The explosion rocked the area just before 11.30am on Tuesday, residents reported.*

    Officials have also confirmed that security forces have arrived in the area.*

    One eyewitness told TOLOnews that at least three gunmen stormed the building after an explosion.

    Another eyewitness said he heard at least two explosions before fleeing the area.*

    This comes just three days after a complex attack on a midwife training center in Jalalabad.

    This attack lasted almost six hours – and claimed the lives of two people.*

    On Monday Nangarhar provincial health officials also *raised concerns over the sharp increase in civilian deaths in the past three months.*

    They said 160 people had been killed and over 490 wounded in the province in serious security incidents in this time.*

    *Provincial council members also raised concerns and said they were extremely worried about the security situation in the city.*

    But there has been a string of deadly attacks in the past few months, including the suicide bombing near the governor’s office on the third day of Eid al-Fitr, the attack on the education department and this week’s complex attack on a midwife training center that lasted over five hours.

    Among a long list of attacks in recent months, these included the July 1 suicide bombing which killed at least 19 people, mostly from Afghanistan’s Sikh community.*

    On June 17, eighteen 18 people were killed – also in a suicide bombing.*

    On July 10, another ten people were killed in a suicide bombing – on a police checkpoint.*

    Girl sold illegally into marriage to pay family debt is murdered the day after Unicef reports one in three Afghan girls are wed before reaching 18

    An Afghan man has been accused of strangling to death a nine-year-old girl who was forcibly given to him by her family as a child bride to pay off a debt.

    News of the murder emerged a day after figures were published in a joint report between the UN children’s agency, Unicef, and the Afghan ministry of labour, social affairs, martyrs and the disabled, suggesting that more than one in three Afghan girls were still being married off before the age of 18.

    The girl’s murder was confirmed to local media by the provincial governor, Naqibullah Amini, as well as to the Guardian by an NGO based in Kabul.

    According to the Afghan website and television channel Tolo News, the girl, named Samia, was “married” to the alleged killer, named as Sharafuddin, at the age of seven to settle a debt – known as a baad.

    The governor said that the child “had been married [to the 35-year-old] for two years”, continuing that the alleged killer “had fled the area after the incident”.

    Amini added that the dead girl’s father had been arrested by police “for forcing his daughter to marry the man”.

    Further details of the murder were also confirmed by Humanitarian Assistance for the Women and Children of Afghanistan, which runs a shelter in Kabul, in a statement to the Guardian.

    “We can confirm that this has happened,” said Hashim Ahmadi, the organisation’s programme manager.

    “The [girl’s] father claims that she was given in baad to settle a dispute between them, but the reality is that the girl was only seven years old when she was sold for around $13,500 [£10,000] in marriage.

    “The case is still under investigation, but she is not alone – the thing to understand is that hundreds of girls become victims of such violence every day in Afghanistan. Although child marriages and baad are prohibited by the law it is not implemented in most parts of the country.”

    Although the Unicef report on child marriage, which studied five Afghan provinces representing urban, semi-urban and rural areas, noted a 10% decline in child marriage in the country in the past five years, it added that the practice was still commonplace in the country.

    While the international legal definition of a child states that they are “a human being below the age of 18 years”, under Afghan law the legal age for marriage is 18 for boys but 16 for girls.

    Despite this, researchers found that child marriage continued to be a serious problem, with both boys and girls married off as young as 12 but with girls disproportionately affected.

    Adele Khodr, Unicef representative in Afghanistan, commended efforts to eradicate child marriage, but added: “Further consolidated action is needed by the different actors in society to put an end to this practice and reach the goal of ending child marriage by 2030.”

    According to the new report, 42% of households saw at least one family member married before the age of 18.

    The Afghan minister of labour, social affairs, martyrs and disabled, Faizullah Zaki, who wrote the foreword to the Unicef report, described the continuing practice of child marriage in Afghanistan as “an appalling violation of human rights [that] robs children of their education, health and childhood”.

    17 jaar later men is nog steeds aan het onderhandelen.
    En de Amerikanen zijn nog steeds daar.

    Dat niet buigen heeft toch al 2 generaties mensenlevens verprutst.
