“how do we judge a person to be Salafi or not?”

Question:
This sister asks: how do we judge a person to be Salafi or not? What is the rule in regards to that? Some of them say: “Muhamamd Qutb is Salafi” for example. What is the evidence that he is not?

Answer from Shaykh ’AbdulMalik ar-Ramadaanee:

A person is Salafi if her/his creed is Salafi, this is the principled definition which cannot be rejected. We are in no need of saying “so and so has Salafi ’Aqeedah and Salafi Manhaj”, as I do not like the differentiation between creed and manhaj and I have neither seen that any of the people of knowledge held to this [differentiation] nor that there have been any writings or sciences in regards to this. It was rather something which was invented by some of the Qutbees and then adopted by some Salafis, as Manhaj is from creed so there is no need for the differentiation.
The intent of ‘Manhaj’ is (for example) dealing with the leaders and no rebelling against them, this is from the creed as it is found in the books of creed alhamdulillaah. If the intent is ‘Da’wah’ and dealing with the innovators in da’wah then this is also part of creed and is present [in the books] alhamdulillaah. Thus, there is no need for us to say ‘so and so has Salafi creed and Salafi Manhaj’. Aqeedah and Manhaj does not separate, as everyone who has Salafi ’aqeedah is a Salafi.
So we have to highly regard ’aqeedah and we say this definition in order to emphasis a prevention so that it is not open for all and sundry to try to enter into it? Why? Because there are foundational principles and it is not possible for example for an Ikhwanee from the Ikhwaan ul-Muslimeen [Muslim Brotherhood] to enter into it even though he could agree with you in terms of Allaah’s Names and Attributes and the belief of the Salaf us-Saalih in the issue, upholds Khurooj [rebellion] against the leaders. Such an individual is not a Salafi, as whoever upholds Khurooj is to be regarded as being among the Khawaarij as it is from their prominent foundational principles. A person can be outside the fold of Salafiyyah if s/he upholds a Madhhab which is prominent from a Madhhab of Ahl ul-Bida’.
In the question it was mentioned that “some of them say that Muhamad Qutb is Salafi”. We say: they should affirm this, affirm that the man is Salafee. The man entered the Arabian Peninsula and resided for a time in Saudi Arabia, corrupting whatever he was able to therein unfortunately. His dedicated student who upheld his methodology and preached it was Safar al-Hawaalee who is well-known for takfeer, Khurooj and agitation in this regard.
Read his book which he wrote entitled Waaqi’unaa al-Mu’aasir [Our Current Situation] if you want to understand that this man is not Salafi and is rather a Thawree [revolutionary], indeed a fiery Takfeeree. For he views that there is no benefit today in discussing politics in Muslim societies as they do not even know ‘la ilaha il Allaah’ and so “la ilaha il Allaah has to be established in the hearts”. We ask Allaah for safety! ‘Established’!? To ‘establish’ something is when nothing is there from the outset hence establishment. This is what he says in his book Waaqi’unaa al-Mu’aasir [Our Current Situation]. He also says bad words about the Sahaabah in his book on tafseer or Islamic history, words which are inappropriate. He was the one who revived Irjaa’ and then applied it onto Ahl us-Sunnah, as Imaam Ahmad said that the Khawaarij describe Ahl us-Sunnah wa’l-Jama’ah with Irjaa’.
He also introduced a vile book authored by his student Safar al-Hawaalee entitled al-’Ilmaaniyyah [Secularism]. The book from beginning to the end makes takfeer without detail of the rulers for not ruling by what Allaah has revealed. From the beginning of the book to the end of it he [i.e. Safar al-Hawaalee] does not at all turn to the tafseer of Ibn ’Abbaas, ’Ataa’, Taawus or the Ijmaa’ of the Salaf. The Salaf agreed that ruling by other than that Allaah has revealed is minor kufr and is not major kufr unless it is accompanied by another circumstantial proof such as a ruler ruling by other than what Allaah reveals with Istihlaal [believing that it is halaal] after the proof has been conveyed to him. Al-Hawaalee did not even once refer to the tafseer of the Salaf of the ayah on ruling by other than what Allaah has revealed even though he repeated mention of the ayah often in his book and it was introduced by Muhammad Qutb.
Muhammad Qutb also introduced his student Dr Safar al-Hawaalee’s other book entitled Dhaahirat ul-Irjaa’ fi’l-Fikr il-Islaamee [The Emergence of Irjaa’ in Islamic Ideology], which was originally a doctoral thesis. This book contains a clear call to takfeer and khurooj, in keeping with the authors own school of thought. Moreover, al-Hawaalee also accuses Shaykh al-Albaanee of being from the Murji’ah or of agreeing with their school of thought in such and such issue, this is along with other defamation.
Likewise, al-Hawaalee says: the issue of Khurooj against the transgressive Muslim leader is a beneficial Ijtihaad issue in which there is not to be tadleel [deeming someone to be misguided]’. Contemplate! This is what Muhammad Qutb stated in his introduction. So in reality, Muhammad Qutb came to the Arabian Peninsula in order to cause a revolution especially in the Arabian Peninsula, and in reality he did cause an ideology revolution among his followers. His followers and students now are those who agitate tribulations, bombings and publish the books of his brother Sayyid Qutb which are clear works of takfeer, tafjeer, slander of the Sahaabah.

Shaykh Muhammad Jameel Zayno stated:
I called Muhamamd Qutb and I said to him: why do you still publish the books of your brother while he slanders the Sahaabah such as’Uthmaan and says that those who rebelled against him were “closer to the spirit of the Islamic religion than ’Uthmaan”?
Is there a Sunni who says such words? While Muhammad Qutb stated in: “I print the books of my brother as they are”! Allaah Says,
“And cooperate in righteousness and piety, but do not cooperate in sin and aggression.”

On the Day of Judgement, this document will establish against you the misguidance that you spread among the people. In any case, the man Muhammad Qutb is dangerous for the Sunnah and Salafiyyah. Allaah is the Master of Reliance.
