Narrated from Ibn 'Abbas (رضي الله عنهما) that when the Prophet (صلى الله عليه وسلم) sent Mu'adh to Yemen he said to him:x"Beware of the supplication of the oppressed for there is no barrier between it and Allah."x[Bukhari and Muslim]

The explanation:

It is obligatory upon the individual to be cautious and aware of the supplication of the oppressed for indeed his supplication is accepted (by Allah). This is the reason why when the Prophet (صلى الله عليه وسلم) sent Mu'adh (رضي الله عنه) to Yemen as a judge, teacher and a caller (to Islam) he warned him against oppression. He therefore said to him:x"Beware of the supplication of the oppressed."xMeaning: Beware not to oppress the rich by taking (as a share of Zakah) the best of their wealth and make them supplicate against you as a consequence. For indeed the supplication of the oppressed is accepted. There is no barrier between it and Allah.x"Beware of the supplication of the oppressed for there is no barrier between it and Allah."xAnd in another wording:x"for indeed the supplication of the oppressed is accepted."xEven if the oppressed is a disbeliever. Because oppression is something very severe.

Due to this the scholars say: Allah preserves the just state even if it is a non-Muslim one; and He destroys the oppressive state even if it is a Muslim one, because oppression is a cause for immediate punishment. That is the reason why the Prophet (صلى الله عليه وسلم) warned Mu'adh (رضي الله عنه) against it (i.e. oppression). And this is a warning for all of the Ummah and a general legislation, not confined to Mu'adh (رضي الله عنه) alone.

(الحذر والاتقاء من دعوة المظلوم)

عن ابن عباس : أن النبي xﷺ بعث معاذا إلى اليمن، فقال: «اتق دعوة المظلوم؛ فإنها ليس بينها وبين xالله حجاب
الشرح
يجب على الإنسان أن يتقي ويحذر دعوة المظلوم؛ فإن دعوته مستجابة؛ ولهذا لما بعث النبي ﷺ
معاذًا إلى اليمن قاضيًا ومعلمًا وداعيًا حذره من الظلم، ولهذا قال: «اتق دعوة المظلوم» يعني احذر أن تظلم أصحاب الأموال فتأخذ النفيس من أموالهم فيدعون عليك؛ فإن دعوة المظلوم مستجابة ليس بينها وبين xالله حجاب «اتق دعوة المظلوم؛ فإنها ليس بينها وبين xالله حجاب» وفي لفظ آخر: «فإن دعوة المظلوم مستجابة» حتى ولو كان المظلوم كافرًا؛ لأن الظلم شأنه عظيم؛ ولهذا يقول العلماء: إن الدولة التي فيه عدل ولو كانت كافرة يبقيها xالله والدولة الظالمة ولو كانت مسلمة يهلكها الله؛ لأن الظلم سبب في العقوبة العاجلة؛ لهذا حذر النبي ﷺ معاذا منه وهو تحذير للأمة كلها وتشريع عام ليس خاصاً بمعاذ
